PATH-SAFE: Programme Evaluation
An independent programme evaluation has been conducted, alongside the programme conduct.
Overview
The evaluation aims to identify areas for learning and improvement and the outcomes of PATH-SAFE that improve surveillance infrastructure.
There are three main objectives of the evaluation:
- design and framing: to design a programme ToC for the programme, articulating the change that is intended to be achieved by PATH-SAFE - this includes outlining assumptions, external factors and managing risks associated with the programme
- formative process evaluation: to utilise bespoke evaluation methods for assessing the processes underpinning the programme and delivering the outputs of the four WSs to identify areas for learning and improvement
- understanding impact: to identify and prioritise outcome indicators and data sources to validate the outcomes of the ToC and develop an assessment of PATH-SAFE’s contribution

Status
The phase 1 evaluation report is being finalised and is due to be published early Autumn.
In tandem, work on phase 2 of the evaluation has begun. The first step is to update the outcome measurement framework to reflect the renewed focus of phase 2 of the PATH-SAFE programme. A workshop will be held with the programme team and partners to discuss and agree the revised anticipated outcomes and impacts.

All projects were presented at the PATH-SAFE Biosurveillance Conference on 28 and 29 February in London. Recordings, slides and posters are available on the conference webpage.
