Anthony Harbinson

Anthony Harbinson retired from the Northern Ireland Civil Service as Permanent Secretary for the Department of Agriculture, Environment and Rural Affairs in July 2022 following 37 years in public service. A Chartered Certified Accountant by qualification he began his career in the Northern Ireland Electricity Service before moving into the Northern Ireland Health and Personal Social Services for 15 years in a range Director Post’s covering areas such as Finance, Planning, HR, ICT, Estates and Contracting, in a range of various health bodies, including the Ambulance Service, Primary Care and Acute Hospital Trusts.

In 2001 he joined the Civil Service and spent the next five years as Senior Assistant Director of Public Prosecutions designing and implementing the new Public Prosecution Service for Northern Ireland before moving to the Northern Ireland Office where he spent three years as Director of Resources.  In 2010 he joined the newly formed Northern Ireland Department of Justice where he initially served as Director of Justice Delivery, then Director of Safer Communities and finally as Director of Access to Justice and Chief Executive of the NI Courts and Tribunal Service.

He is also a former Global President of the Association of Chartered Certified Accountants (ACCA), the world’s largest Global Accountancy Body and the Chair of the Consultative Committee of Accountancy Bodies (CCAB), the umbrella groups of chartered professional bodies of British qualified chartered accountants.
