This update provides information about the Animal Nutrition Section of the Standing Committee on the Food Chain and Animal Health (SCoFCAH) meeting held on 18-19 October 2010.

Feed additives
Votes were taken for four feed additive authorisations – all received a qualified majority in favour. Details are provided in Annex 1. A further six proposals on feed additive authorisations are expected to go for a vote at the November or December SCoFCAH meetings.
Stakeholders from the EU feed additives and pre-mixtures industry gave a presentation concerning efficacy data in support of applications for feed additive authorisation for 'mycotoxin binders'.
The Commission informed member states that where a feed additive had been supported by an application for reauthorisation under Article 10.2 or Regulation (EC) No.1831/2003, this fact is now indicated in the EU Register of feed additives.

Products for particular nutritional purposes (PARNUTs)
In total, 45 applications have been made under Articles 8.2 and 32.2 of Regulation 767/2009 for products with high feed additive levels (e.g. boluses). However, there were significant areas of overlap and duplication between some of the applications. There will be a working group meeting in late November 2010 to help assess the dossiers.
Undesirable substances
The committee discussed draft texts for the following:
- Regulation on acceptability criteria for detoxification processes
- Regulation on the consolidation of the Annexes to 2002/32
- Regulation for adopting the World Health Organization (WHO) 2005 toxic equivalent factors (TEFs) for dioxins and dioxin-like PCBs
- Regulation for controls on non-dioxin-like PCBs
- Recommendation on good practices for the reduction of Ambrosia seeds in feed and food grains
- Recommendation on the monitoring of ergot alkaloids in feed and food
It is expected that the text for the consolidation of the Annexes to Directive 2002/32 will go for a vote in either November or December.

More about SCoFCAH and its Animal Nutrition Section
SCoFCAH is a European Commission regulatory committee that was established by Regulation 178/2002, a regulation that includes the laying down of principles and requirements of feed law. Meetings of the committee are chaired by European Commission officials, and attended by member states' representatives. The committee can give an opinion, that is to say a vote, on certain proposed measures, prior to their possible adoption by the Commission.
SCoFCAH has eight sections. The Animal Nutrition Section deals with animal feed and meets about ten times each year. Information about the outcome of each meeting will be published on this website.
