Biographies
Professor Patrick Wall (Chair) – University of Dublin
In September 2006, Prof. Patrick Wall was elected chairperson of the management board in the European Food Safety Authority. He is both a veterinary surgeon and a medical doctor. He is Associate Professor of Public Health in the UCD School of Public Health and Population Science. His research interests include food borne disease, lifestyle related diseases and health damaging consumer behaviour. He was previously adjunct professor of Food Safety in the UCD Centre For Food Safety and before that he was the first Chief Executive of the Food Safety Authority of Ireland. Prior to that he was a consultant in the NHS based in the Public Health Laboratory Service’s Communicable Disease Surveillance Centre in charge of the surveillance, and investigation of outbreaks, of gastrointestinal diseases. He has an MSc in Infectious diseases from the University of London and an MBA from UCD’s Michael Smurfit Graduate School of Business. He is a Member of the Faculty of Public Health Medicine in Ireland and a Fellow of the Faculty in the UK.
Alan Craig – Scottish Association of Meat Wholesalers
Alan is the Chief Executive Officer of the Aberdeen and Northern Marts Ltd. He is also Senior Vice President of SAMW, the association represents 92% of red meat processing capacity in Scotland and Vice Chairman of Quality Meat Scotland (QMS) technical spent Committee. He was previously a member of the MLC Sheep Strategy Council 1997-2002.
Anthony Scott – British Retail Consortium (Sainsbury’s Supermarkets Limited)
Anthony is the Category Product Manager for Red Meat at Sainsbury’s Supermarkets Limited representing multiple retailers and the British Retail Consortium. At Sainsbury’s he has managed a number of areas, including Meat, Meat preparations and Ready to eat meat. Prior to Sainsbury’s, he worked in the food manufacturing industry, having studied at and graduated from Seayle-Hayne.
Brendan McCartan - DARDNI
Brendan became Head of the Veterinary Public Health Unit in January 2010. He has worked with Veterinary Service since early 1987 after an extensive career in a variety of jobs overseas. He began as a Veterinary Officer in Dungannon and has worked in most sections of Veterinary Service since then.
Brian Harding – Defra
Brian was appointed Director, Food and Farming Group in Defra in April 2006. Previously Director of Wildlife, Countryside and Land Use from April 2003 to April 2006 and, before that, Director of Defra’s Policy and Corporate Strategy Unit and Secretary to the Defra Management Board. Spent the whole of his career in MAFF/DEFRA, apart from a six-year spell in the 1980s when he was seconded to the Cabinet Office European Affairs Secretariat and the British Embassy in Washington DC.
Jim Norrie – Welsh Assembly Government
Jim studied architecture at Dundee University. Worked in other Government Departments but joined the Welsh Assembly Government in 2001 and was immediately thrown into the deep end of FMD (and again on the recent FMD and Bluetongue outbreaks!) Have covered most of the “farming portfolios” but is now concentrating on Responsibility and Cost Sharing. In addition, there are a number of welfare matters demanding attention at the moment such as, circus animals, tail docking, Codes of Practice for companion animals.
Martin Morgan – Head Of TSE & Animal By-Products Policy Branch - The Scottish Government
Martin has worked as a policy officer for the Scottish Government and its predecessors for just over 30 years. He has extensive experience and background in policy formulation at UK and EU levels and a strong background in the legislative and regulatory making process. He is in regular contact with the MHS at both local and national level, and also regularly engaged with primary producers, meat processors, and their representative bodies providing him with a broad overview of the strengths and weaknesses of the current structures of MHS.
Nigel Miller – Vice President – National Farmers’ Union of Scotland
Nigel is a member of the Royal College of Veterinary Surgeons; Livestock farmer. He is past chairman NFUS Livestock committee and now Vice President of NFUS responsible for livestock issues.
Norman Bagley – Association of Independent Meat Suppliers
Norman researched and set up aims after serving on the Maclean Task Force in 2000/2001. Been Policy Director since inception and AIMS has grown to over 200 members in medium and small abattoir cutting plant and catering butcher sector.
Peter Bradnock – British Poultry Council
Peter Bradnock joined the British Poultry Council in 1991 and has been its Chief Executive since 1993. He is one of two BPC members on the Board of AVEC, the EU poultry meat representative body. His earlier career was in international trade policy, including postings to Brussels and Rome, working on access conditions for agricultural products into the European Union. He has a degree in Economics and Political Science from Victoria University, Wellington.
Phelim O'Neill - Chief Executive - Northern Ireland Meat Exporters Association
Phelim holds an honours Law Degree (Queens University) and a Masters in Business Strategy (University of Ulster). He has worked in various roles for a major meat processor for eleven years, the Head of Marketing at the Livestock and Meat Commission (LMC) for eight years and the Chief Executive of NIMEA, the Trade Association for Northern Ireland Meat processors since 2006.
Sandy Duncan – Veterinary Director – Hall Mark Meat Hygiene Ltd
Sandy is currently Veterinary Director at Hall Mark Meat Hygiene and a farmer producing organically reared beef and lamb in Angus. He is a member of VPHA Council. Previously he spent 12 years as a partner in mixed practice, specialising in farm animal health planning and public health work. He was designated an OV in 1990.
Stephen Crouch – Hampshire Game Ltd
Stephen (age 42), attended Harper Adams College of Agriculture. He is Director of Hampshire Game Limited and Co-chairman of the National Game Dealers Association.
Stephen Rossides – British Meat Processors Association
Stephen become the Director of the British Meat Processors Association in December 2009. Stephen has degrees from the universities of Durham and Sussex. From 1977 to 1983, he was a consultant in the Agricultural Services Group of the Economist Intelligence Unit. From 1983 to 2004, he held a variety of positions in the National Farmers’ Union, including European Policy Adviser, Head of the Brussels office of the UK farmers’ unions, Head of Livestock Department, and Head of Food, Health and Science Department. In 2004, he joined the Meat and Livestock Commission as Head of Policy. On the abolition of MLC, he became Head of red meat market intelligence in the Agriculture and Horticulture Development Board.
Steve McGrath – Meat Hygiene Service
Steve McGrath took up post as MHS Chief Executive on 22 January 2007. He has extensive leadership experience as a Board Director of a number of large organisations in the private and public sectors, focussed on delivering the highest level of customer service on a commercial footing. This includes the management of large teams in high volume operations across the UK. He is currently Director of HM Revenue & Customs (HMRC), responsible for 70 million National Insurance accounts, together with managing shared services for 16,000 staff in HMRC and the Department for Work and Pensions (DWP).
Sue Davies – Which?
Sue Davies is the Chief Policy Adviser at Which?, the independent consumer organisation. She has represented consumers on a range of government committees and working groups, including the Advisory Committee on the Microbiological Safety of Food (ACMSF), Food Incidents Task Force and Sudan I Review Group. She is also Chair of the European Food Safety Authority’s Stakeholder Consultative Platform. She was awarded an MBE in 2003 for services to food safety.
William Lloyd-Williams – President - National Federation of Meat and Food Traders
William is the third generation family butcher/abattoir business in rural mid-Wales. He joined the Federation of Executive Council in 2003, elected President in 2007/08 with food issues at the helm of British consumers interests, e.g. “food miles”, “local food initiatives”, “reading the carbon footprint”. He believes the importance of abattoirs in rural locations being able to service local agriculture and this reduce animal transport across the length and breadth of UK.
Mark Noterman – Department of Health
Mark is the CJD policy lead at the Department of Health. He is the Department's assessor on the Spongiform Encephalopathy Advisory Committee (SEAC), and also to the CJD Incidents Panel and the Advisory Group on Dangerous Pathogens TSE Working Group.
