EC official controls on animal nutrition: returns on enforcement activities for 2008

The FSA is required to report feed law enforcement activities to the European Commission on an annual basis in accordance with EC Regulation 882/2004 under the Single Integrated National Control Plan (NCP).
It had been the Agency's intention to have moved to using the Local Authority Enforcement Monitoring System (LAEMS) to collect enforcement data on a financial year basis from April 2009. However, delays in the IT project relating to the feed aspects of LAEMS means that the Agency will be collecting the data in the same way as last year and on a calendar year basis. The Agency will notify local authorities further about development of LAEMS, which is expected to be in place to collect enforcement data for the next financial year (April 2009 to March 2010).
The FSA has modified the spreadsheets used to collect the 2008 enforcement data to make them more user friendly.
The Microsoft Excel spreadsheets can be found at the links below. In addition to a breakdown of the analyses carried out on feed samples, the FSA requests that this year local authorities notify the FSA by email, of the total number of feed samples taken between 1 January 2008 and 31 December 2008, for which local authorities have included a breakdown of analyses for in the samples spreadsheet.
Action required by local authorities
The FSA requests details of local authorities activities during the calendar year 2008, as set out in the spreadsheets at the links below (Annexes 1 and 2). Local authorities should complete each of the worksheets in the Excel workbooks as fully as possible.
Return of completed spreadsheets
Once completed, please return to the dedicated Animal Feed Unit mailbox, inspectionsreturns.short_term@foodstandards.gsi.gov.uk, by 31 March 2009 at the latest. Nil returns are also required and should also be sent by this deadline.
