Executive summary
According to the 2010-2011 business regulation service plan, there are 46 feed businesses in the authority’s area subject to feed law official controls, 37 of which are pet stores. There are no approved feed business establishments and only six registered feed business establishments within the authority’s area, one of which is a feed importer.
The authority has a business regulation service plan covering feed official controls that generally meets the requirements of the service planning guidance in the Framework Agreement.
The 2010-2011 business regulation service plan has been reported to, and approved by, the Health and Well Being and Social Care and Equalities Policy Development Committee in June 2010.
Two officers are authorised to carry out feed work. However neither officer (which includes the Lead Officer for feed law enforcement) had completed the minimum 10 hours of feed-related training based on continuing professional development (CPD) in accordance with the Feed Law Enforcement Code of Practice.
Feed law inspections are being conducted at the minimum frequencies required by the Food Law Code of Practice. There were, however, no records available indicating that the officer had assessed legal compliance with the appropriate regulations.
There were no sampling policy, procedures or programme for feed due to the lack of activity in this area. The necessary arrangements were in place with an accredited laboratory for the analysis of samples.
No formal enforcement activity had been carried out due to minimal imported feed activity in the authority’s area.
Routine internal monitoring in relation to imported feed is not being carried out due to lack of activity in this area. However internal monitoring on a general basis is carried out and imported feed would be included in this. Auditors discussed the benefit of extending the monitoring procedure to ensure that risk-based monitoring of all areas of imported feed enforcement was carried out on a regular basis. Records of such monitoring should be maintained.
