Falkirk Council is a unitary Authority, which provides all local services for the Falkirk Council area. Covering 112 square miles, it has a population of around 142,000 and extends from Banknock in the west to Blackness in the east and from South Alloa in the north to as far as Limerigg in the south.
The Authority's Strengths
Food Service Plan
A detailed, comprehensive and well written Service Plan has been produced, which meets the requirements of The Standard.
Food Premises Database
A check on the accuracy of the database showed that 15 out of 15 businesses randomly selected had been entered into the database.
Food Sampling
The Authority has produced a sampling programme. Examination of the sampling files indicates that Officers have followed the appropriate policy and procedure.
Feedingstuffs
The Authority are actively implementing their responsibilities for feedingstuffs enforcement.
Food Hazard Warnings
A procedure has been produced for responding to food hazard warnings.
Follow-Up Action to Year 1 Non-Conformances
To date those that have required action have been completed within the specified timescale.
Key Areas For Improvement
Food Standards Inspections
From the files checked it is evident that Food Standards Inspections had not been carried out in accordance with the Food Safety Act Code of Practice No 8: Food Standards Inspections. The Authority is now addressing this.
Records
The size and scale and type of food activity of a business is not detailed enough within the premises files.
Product Specific Premises
The files for the premises approved under product specific legislation are not detailed enough.
Reports
Food Hygiene reports to proprietors do not always cover all areas specified in Code of Practice No 9.
Internal Monitoring
A procedure is currently in place. The Auditors were informed that a departmental review was due to take place and that it was hoped that this would continue to improve the effectiveness of the internal monitoring system.
