Executive Summary
It was very clear that the Authority actively supported the Home Authority Principle (HAP) and had a number of formal and informal agreements with local food businesses. It was evident from file checks that officers were routinely considering the HAP when carrying out food safety and standards enforcement work. Where referrals had been received from other local authorities these were properly investigated and followed up.
File checks in respect of complaints and unsatisfactory food samples showed that generally, appropriate investigations had been carried out and referrals had been made to other local authorities where necessary.
The Authority�s Service Plan included relevant references to the HAP and procedures on inspection and complaints included HAP considerations. Specific procedures had also been produced and implemented in relation to home authority relationships and referrals. Monitoring of key activities was being carried out however monitoring of follow up actions on unsatisfactory food standards samples needed to be carried out and included in the relevant procedure.
All of the home authority and originating authority files examined were comprehensive, well ordered and showed that detailed advice and guidance was being given.
It was evident from the detailed information provided that the Authority had been proactive in assisting businesses and was actively promoting food safety and standards. Food promotional work was being developed and implemented within a project management framework and initiatives were targeted as part of an overarching food and health strategy. A diverse range of projects were being carried out with strong links to the Authority�s strategic themes of social inclusion, sustainability and community cohesion.
File checks indicated that officers were providing clear and comprehensive advice to businesses in the area. Auditors were advised that an action plan was being implemented in relation to feeding stuffs law enforcement work, as this activity was being developed to provide a more proactive and up to date service.
