Executive Summary
It was clear that the Authority actively supported the Home Authority Principle (HAP), having 11 formal agreements for food standards with a further 14 informal arrangements and 13 informal arrangements for food hygiene matters. Where records were available, it was evident that officers were considering the HAP when carrying out food safety and food standards enforcement work.
The Authority was able to demonstrate that it was working with food businesses to help them comply with food safety and standards legislation and it was evident that advice was provided during enforcement activity. However, the food premises records maintained by the Service generally lacked sufficient detail to fully ascertain what follow-up action had been taken or the extent of business advice provided following inspections, complaint investigations and sampling.
It was evident that the Authority had developed effective links with businesses, enforcement agencies and other relevant organisations, which had enabled the implementation of diverse and innovative projects to provide advice to business and to promote food safety in the community.
