Executive Summary
The Authority had food law enforcement responsibility at one large food importer dealing with lower risk products. Arrangements were in place to identify all arrivals of food consignments at the premises. It was confirmed that 100% documentary checks were being carried out at the premises and risk based physical checks were also being undertaken.
The auditors were advised that a local Customs clearance procedure was in operation. The Authority had supported this arrangement and had a long standing local agreement with the importer for official attendance in relation to the arrival of imported food consignments subject to certain agreed conditions. It was considered that the current legal status of these arrangements required some clarification.
The Authority had quality systems in place and documented procedures that covered imported food control activities, although some procedures needed further expansion.
Overall, file and database records were comprehensive and well organised. File checks indicated that detailed food hygiene records were being maintained and that appropriate action had been taken. However, more detailed records of food standards work were needed.
There was evidence that appropriate internal monitoring of imported food control work was being undertaken.
