Executive Summary
It was clear that the Authority supported the Home Authority Principle (HAP) and had 1 formal agreement in place.
File checks confirmed that the Authority was considering the HAP when carrying out food safety and standards enforcement work. Referrals that had been received from other local authorities were properly investigated and followed up. Home Authority files and other premises files also indicated that appropriate referrals had been made by the Authority to other local authorities who acted as home or originating authorities for food businesses.
The Authority�s procedures and checklists made reference to home authority and originating authority work where appropriate and standard letters were available for home authority work.
The Authority was clearly working with food businesses to help them comply with food legislation and was actively promoting food safety and food standards. Comprehensive records of advice and promotional work were being maintained.
A wide range of diverse and innovative food initiatives was being undertaken which included partnership working and working with other bodies.
Advisory and promotional work was being effectively managed through a structured programme of monitoring and review.
