Executive summary
The Authority had not developed effective internal monitoring arrangements for both the qualitative and quantitative aspects of their food law enforcement activity. This was reflected in the problems found across most areas of the Service, which could have been identified and addressed by effective internal monitoring,
In practice an annual review of the premises inspection programme was undertaken as part of the Authority's monitoring of the key performance indicators as outlined in the Environmental Health (Food Safety) Business Plan and the Corporate Strategy and Performance Plan.
The Authority had participated in an inter authority audit scheme in 2001 and was participating in a focused IAA scheme on inspections, but the Food Service had yet to be audited as part of this initiative.
